Is Handing Out Money to Already Indebted Taxpayers the Right Kind of Stimulus?

Does it help with joblessness, lack of health care, homelessness and all of the other problems America has? Could this be described as "pouring good money after bad"? Is it a placebo intended to placate an alarmed and worried public? Will it stave off recession?
